April 8, 2024 - PROJECT UPDATE

The 19th Avenue and Davis Street Mini-roundabout Project is nearing completion.  The remaining construction is within the existing intersection of 19th Avenue and Davis Street.  Therefore for efficiency, 19th Avenue will be closed at Davis from April 29, 2024, to June 13, 2024.  The road closure extends between N. Holladay Street and Walgreens's 19th Avenue entrance.  North 19th Avenue traffic will be detoured on N. Holladay Street and N. 26th Avenue. The map above shows the detour route during the closure. 

The completion of the project depends upon the relocation of Comcast and Ziply facilities.  Coordinating the relocations with the roadway construction introduces many variables into the schedule.  The current closure period includes enough time for the anticipated durations for all the work.  Just like any other construction schedule, this one is subject to delays due to weather events, equipment failures, material procurement delays, and other unforeseen issues.

February 23, 2024 - PROJECT UPDATE

The final phase of the N. 19th Avenue and Davis Street Mini-roundabout project includes the closure of 19th Avenue to through traffic. The road closure extends between N. Holladay Street and the Walgreen's 19th Avenue entrance. North 19th Avenue traffic will be detoured on N. Holladay Street and N. 26th Avenue. The road closure is scheduled to begin March 2024 and end May 2024. The specific closure dates depend upon completion of utility overhead wire undergrounding and pole relocations. PGE, Comcast, and Ziply Fiber are currently installing new underground wires and relocating and/or removing poles. Please see our website for updated information. Thank you for your patience. The area around 19th and Davis is about to see major changes.  Construction of the 113-unit affordable housing project called Plaza Los Amigos on the northeast corner of the intersection will be completed early in 2024. 

In conjunction with Plaza Los Amigos, the intersection of 19th and Davis will be rebuilt as a mini-roundabout and the driveway leading from 19th to the Fred Meyer parking lot will be reconstructed as a city street.  Mini-roundabouts are smaller than normal.  Minis are used in more constrained locations where existing buildings make construction of a full-size roundabout impossible.  Mini-roundabouts have slightly raised center islands that allows trucks and buses to negotiate the intersection.  The first mini-roundabout in Cornelius was constructed last year at S. 29th Blvd. and Kodiak Street in the Laurel Woods neighborhood.

This street project costs $1.8M and is being constructed by D&D Concrete and Utilities, Inc. of Canby, Oregon.  Construction will begin in early August.  Because the roundabout will be constructed in the same footprint as the existing intersection, the intersection of 19th and Davis will be completely closed for a minimum of 6 weeks.  The closure means detours to 10th for trucks and 26th for small vehicles. 

As part of the new roundabout or soon afterward, the rail crossing on 19th, north of Davis will be removed, including the dreaded stop signs.  The rail line which has not seen a train in a number of years and was recently abandoned by the railroad.  After abandonment, the corridor is expected to become a pedestrian trail, known as the Council Creek Regional Trail between Hillsboro and Forest Grove.
